Title Federal Control of Waters Congress is debating a bill to expand federal control of all waters by changing the federal Clean Water Act by removing the word "navigable" from the definition of waters that are regulated by the federal government. This means that the federal government would have powers regulate all waters including: ponds, creek beds, drainage ditches, and even mud holes.
